Are data blocks counted as additional data or will the data block include any exceeded traffic?

Data blocks are simply added to your total allocation of data. This means if you have already exceeded your allocation before you add your data block, you will effectively lose the exceeded amount. In other words if you are on a 5000Mb plan and you download 5100Mb, and then purchase a 1Gb data block, your usage will now show 5100Mb out of 6000Mb. Therefore you would only have an additional 900Mb at full speed.
